Quarterly State of New Jersey Cooperative Contracts List

Please use this link to download a spreadsheet containing a comprehensive listing of State of New Jersey contracts open to New Jersey Cooperative Purchasing Program Participants. Available tabs include: 

  • All contracts as of August 2025 with Notes  
  • New contracts
  • Extended contracts
  • Expired contracts
  • Contracts Expiring Soon   

Please review the Notes column provided in each of the views listed above to review whether a soon to expire contract portfolio is being re-procured, or if there are any extensions remaining on those contracts. This information is for informational purposes only and is meant to help all participants plan better when leveraging State of New Jersey Cooperative Contracts.

Here are some helpful tips for reviewing contracts in NJSTART:  

  1. Log in to  www.njstart.gov.  
  2. Use the NJSTART Quick Reference Navigation Guide found on our NJSTART Local Government Resource Page to assist in your searches.  
  3. Contact us if you need any assistance at coop-njstart@mdfcommerce.com.  
  4. Remember to always review documents found on the Attachments Tab of the contract. 
  5. You can only access the NJSTART Marketplace when logged into NJSTART.

NJSTART Announcements 

New Bid Thresholds  

Local Finance Notice 2025-08, is available here and announces recent contracting thresholds updated by State Treasury (public bidding) and by the Office of the State Comptroller (procurement review).  The current bid thresholds for Local Public Contracts Law (LPCL) and Public School Contracts Law (PSCL) contracting units are as follows:

  • LPCL without QPA: $17,500
  • PSCL without QPA: $39,000
  • LPCL and PSCL with QPA: $53,000

Please review the Notice on the link above for a thorough review of procurement-related thresholds applicable to your contracting unit. 

Punchout Contracts Now Available in NJSTART 

There are currently Nine G2B Punchouts. You can access them through the G2B Icon on the left or through their contract in  Marketplace. Following is a list of the contracts with punchouts.

When using Marketplace, you can search for a contract and find the “Shop Supplier Website” button. This will bring you to the Supplier’s online shopping site. Search and select the products you want. Bring the cart back into NJSTART and you can export this to a PDF or Excel document. The export will have the contract number and it is an easy way to receive a quote for items you would like to purchase.

 

You can also Email the Supplier directly from Marketplace if you need answers to any questions that arise.

Upcoming Procurement Opportunities 

NJ Local Buying units can always find a list of upcoming Procurement Opportunities on the State’s website here. As part of the NJSTART contract reports, a new column is added to the Quarterly State of New Jersey Contracts List report. 

  

These notes now provide NJ Local Buying units with added visibility to what the State, Division of Purchase & Property is seeking to procure or re-procure. It is important to remember that all procurement opportunities may not become State contracts available for cooperative purchasing. 

  

Users can always access the most up-to-date current/active bid through the advanced search within the NJSTART system. For help or any question regarding how to do this please contact the NJSTART team at coop-njstart@mdcommerce.com.

Question: What is Marketplace?   

Marketplace is a newer feature of NJSTART. It has updated screens for searching vendors and contracts. You can navigate to Marketplace via the Market Basket Icon on the left vertical bar (the bottom icon). Use the single word search to find the contracts or products & services you are looking to find. 

Please note: Only active contracts available under the New Jersey Cooperative program are shown in Marketplace.

  

Question: How can I improve my search results?    

Tip #1: Click on Advanced Search and use the fields in this screen. (The search bar at the top is searching for your word in 5 different fields and may come back with too many results.) Only use the top search bar if you are searching in Marketplace.    

 

Tip #2: In the Contract drop down under Advanced Search, search for Contract Number, Contract Description, Vendor Name or T Number. 

  • For contract number, use the last 5 digits of the contract number to search. 
  • For Vendor Name or Contract Description, use the most unique word when searching for the Contract Description or Vendor Name (ie. Enter “Choice” or “Choices” for Association for Choices in Community Supports and Employment Services. 
  • For T Number, ensure that the T, G or M are capitalized. This field is case sensitive.  

Question: Are construction contracts available in NJSTART?  

There are NO construction service providers on contracts in NJSTART (roofers, general contractors, electricians, plumbers etc..) but there are materials that can be purchased including but not limited to plumbing, electrical, HVAC and building supplies.

Key Features for Local Buying Units regarding how to use the NJSTART Marketplace to Browse Contracts or Browse Products.

 

Navigate to Marketplace and locate the Browse Categories (circled in red).

Please note: Only active contracts available under the New Jersey Cooperative program are shown in Marketplace, and contracts that are designated for cooperative purchasing.

There are two options under the Browse Categories: Contract or Products & Services. In the illustrations below, I’ll show different ways to browse Contracts.

By Contract Type: You can select the type of contract you want. Options include: GSA (GSA Contracts), NATCOOP (National Cooperative contracts or RFP (State issued RFPs) among other types.

By Contract Category: You can browse by the different category type of contracts. Please see the list below but there are more options if you continue to scroll down.

 

By Supplier: This lists all of the Suppliers in the NJSTART and one can navigate contracts by selecting the supplier name. 

By NIGP Code: You can select the commodity code and find all of the contracts listed under that code. 

Join the NJSTART Customer Advisory Board 

As part of our ongoing efforts to better understand and address the needs of our users, NJSTART is expanding its Customer Advisory Board. The board provides a valuable opportunity for customers to share feedback on issues related to the NJSTART system, suggest enhancements, ask contract-related questions, and engage in broader discussions surrounding public purchasing.  

  

We are establishing a consistent quarterly meeting schedule for the year, with meetings set for: 

  • September 18, 2025 
  • December 18, 2025 

All meetings will be limited to one hour, starting at 1pm and an agenda will be provided in advance. Additionally, we will aim to schedule representatives from NJ DPP, DCA, and various associations to join us for these sessions.
