Please review the Notes column provided in each of the views listed above to review whether a soon to expire contract portfolio is being re-procured, or if there are any extensions remaining on those contracts. This information is for informational purposes only and is meant to help all participants plan better when leveraging State of New Jersey Cooperative Contracts.
Local Finance Notice 2025-08, is available here and announces recent contracting thresholds updated by State Treasury (public bidding) and by the Office of the State Comptroller (procurement review). The current bid thresholds for Local Public Contracts Law (LPCL) and Public School Contracts Law (PSCL) contracting units are as follows:
LPCL without QPA: $17,500
PSCL without QPA: $39,000
LPCL and PSCL with QPA: $53,000

Create Favorites in NJSTART Marketplace
NJSTART users can create their own list of favorite contracts using the functionality from Marketplace and My Favorite/My Lists. A use case for this functionality is department heads (IT as an example) could create a favorites list off all technology contracts available for cooperative purchasing in the NJSTART system.
Here you can search for contracts or contract portfolio’s (T/M/G #s) then add those contracts to a favorites list. This will make it easy for users to refer back to contracts that are most commonly used or that are related to a specific department or job function. Using this feature will save time and help to expedite the purchasing process
Upcoming Procurement Opportunities
NJ Local Buying units can always find a list of upcoming Procurement Opportunities on the State’s website here. As part of the NJSTART contract reports, a new column is added to the Quarterly State of New Jersey Contracts List report.
These notes now provide NJ Local Buying units with added visibility to what the State, Division of Purchase & Property is seeking to procure or re-procure. It is important to remember that all procurement opportunities may not become State contracts available for cooperative purchasing.
Users can always access the most up-to-date current/active bid through the advanced search within the NJSTART system. For help or any question regarding how to do this please contact the NJSTART team at coop-njstart@mdcommerce.com.

Question: What is Marketplace?
Marketplace is a newer feature of NJSTART. It has updated screens for searching vendors and contracts. You can navigate to Marketplace via the Market Basket Icon on the left vertical bar (the bottom icon). Use the single word search to find the contracts or products & services you are looking to find.
Please note:Only active contracts available under the New Jersey Cooperative program are shown in Marketplace.
Question: Which organizations are eligible to utilize State contracts that are available for cooperative purchasing?
DPP’s Cooperative Purchasing Program was established by legislation & extends specific State contracts to eligible local buying units
Examples of “local buying units” are Municipalities, Counties, School Districts, Volunteer Fire Departments, Volunteer First Aid & Rescue Squads, County & State Colleges, Independent Authorities, Quasi-State Agencies and Independent Institutions of Higher Education
Question: Does using State Contracts available for cooperative purchasing eliminate the need for a local buying unit to do a formal bid solicitation?
Yes, State contracts that are available for cooperative purchasing eliminates the need for a local buying unit to do a bid solicitation. Local buying units must always follow public procurement laws and local purchasing guidelines.
Question: Can local buying units place an order in NJSTART using cooperative contracts?
NO, at this time the NJSTART system does not allow users to complete the purchasing process or place orders. Local buying units can extract the information from NJSTART and enter that information into their own ERP or PO system. Users can also email vendors directly from Marketplace. If assistance is need, please contact coop-NJSTART@mdfcommerce.com.

Newsletter, Notifications and Announcements
The NJSTART team uses a CRM application for mass communications. The email comes from NJSTART coop-njstart@mdfcommerce.com please take necessary steps to ensure this is not going to your spam or junk mail.
Join the NJSTART Customer Advisory Board
As part of our ongoing efforts to better understand and address the needs of our users, NJSTART is expanding its Customer Advisory Board. The board provides a valuable opportunity for customers to share feedback on issues related to the NJSTART system, suggest enhancements, ask contract-related questions, and engage in broader discussions surrounding public purchasing.
We are establishing a consistent quarterly meeting schedule for the year, with meetings set for: December 18, 2025.
All meetings will be limited to one hour, starting at 1pm and an agenda will be provided in advance. Additionally, we will aim to schedule representatives from NJ DPP, DCA, and various associations to join us for these sessions. This advisory board is a great forum to discuss relevant topics, professionals that are new to this industry should consider joining.
