Now with winter in full swing, thank you for the work you’ve done with New Jersey’s public purchasing entities this year. Your contracts helped agencies, school districts, and local buying units across the state get what they needed, when they needed it. From all of us on the NJSTART Team, we wish you and yours a very happy holiday season and a strong start to 2027.
Everything you need to manage, promote, and grow your New Jersey State contract is now in one place. The new Vendor Enablement Hub walks you through four steps, in order or à la carte, depending on where you are with your contract:
Each step includes short videos, downloadable guides, and progress tracking, plus a searchable FAQ covering fees, contract terms, payment, reporting, Marketplace, and participation.

We’ve expanded the resource library, organized by what you’re trying to get done. Everything below is on the Vendor Resource Site, which requires a password:

The Email Campaign Toolkit and Event Toolkit are new this quarter, built to help you reach local buyers directly with templates, checklists, tabletop signage, and a handout you can bring to events.
Less paperwork. Faster purchasing. Local buyers still need your documents, even on a state contract. Documents you submitted to the State for your contract award may not satisfy local requirements. Local government buyers must still collect them directly. Keeping them current in your NJSTART Vendor Profile reduces administrative back-and-forth, avoids unnecessary delays, and helps buyers move from interest to purchase order. Make sure all applicable documents are uploaded:
|
Municipal vendor registration form |
IRS Form W-9 |
NJ Business Registration Certificate* |
|
Certificate of insurance* |
Business or professional licenses |
Ownership Disclosure Statement* |
|
Affirmative Action / EEO documentation* |
Non-Collusion Affidavit* |
Pay-to-Play and statutory certifications* |
*When required. Requirements vary by contract and purchasing entity, so upload updated versions whenever a document is renewed or revised.

Your Q4 reporting period covers October 1 through December 31. Quarterly sales reports are due within 30 calendar days after the end of the quarter, so Q4 reports are due by the end of January. Non-compliance notices follow in February.

All NJSTART vendors submit reports through the Reconciler system. You’ll receive a reminder email with the supplier convenience guide and a link to the Reconciler demo. Include all sales, credits, returns, and refunds for the quarter, the purchasing entity, and the total PEP fee due, if applicable. Payment can be submitted by ACH, First Class Mail, or Overnight Mail.
A local purchase order never appears in NJSTART. A township, school district, or authority buying from your contract issues that PO from its own financial system, and it reaches you by email or lands directly in your ERP.
It is still a contract sale. Reporting and fee requirements are tied to your State of New Jersey contract, not to the system the order passed through. If the buyer purchased at contract pricing and terms under your State contract number, it belongs in your quarterly report.
One exception worth knowing: a local entity that purchases at a discount below contract pricing is not buying off the State contract, and business never sourced through your contract is not subject to the PEP fee.
