As New Jersey transitions into the spring and summer months, local governments and school districts should prioritize seasonal preparedness to ensure public safety, operational continuity, and community well-being. This includes proactive maintenance of facilities and grounds, such as HVAC system checks, stormwater management, and athletic field readiness, as well as reviewing emergency response plans for severe weather events like thunderstorms, flooding, and extreme heat. Districts should also plan for end-of-year activities, summer programs, and potential staffing adjustments, while municipalities coordinate public works, park services, and community events. An updated procurement strategy for seasonal supplies and services—can help mitigate risks and ensure a smooth transition into the warmer months. State contracts available through NJSTART can play a critical role in supporting seasonal preparedness efforts for New Jersey local governments and school districts by streamlining access to pre-vetted vendors, competitive pricing, and compliant purchasing processes. Rather than navigating lengthy bid procedures, agencies can quickly procure essential goods and services such as HVAC maintenance, landscaping, emergency response equipment, custodial supplies, and temporary staffing needed for spring and summer operations.
It is important to be aware of recent updates that may impact how the contract is utilized. All agencies are strongly encouraged to review the Method of Operations (MOO), as it contains the most current guidance and reflects any operational changes that may occur after the initial award. While the Master Agreement is published at the time of contract award, the MOO serves as the living document for ongoing updates and should be referenced regularly alongside the supplier contract links available within NJSTART (typically found in the MOO document). Additionally, services under this contract are now designated as Local Pricing Applies (LPA), meaning pricing may vary based on location or specific requirements. There have been updates on 4/15/2026 to the Method of Operations for NJ State contract portfolio M0002. These updates clarify how the contract is to be used regarding price quotations/price validation. In addition, users who shop these contracts through the NJSTART punchout system (G2B) are able to see the contract awarded pricing and the list price by hoovering over the published prices in the system.
“Using Agencies will have access to view the contract pricing when placing orders on each Contractor’s respective websites. For the Grainger and Fastenal Contracts, Using Agencies will be able to view the contract price versus list price by hovering over the item price in their check out cart. For the MSC Contract, the State of New Jersey pricing, only, can be viewed when the Using Agency is logged into their account”
